Reflections on Abatement Modelling

چکیده

In environmental economics it is common to add non-negative constraints on abatement, or equivalently to constrain emissions by some maximum unabated level. However, in this paper it is argued that these assumptions are both physically wrong and complicating. Also, more seriously, such constraints can rule out optimal solutions. For instance, negative NOx abatement can be optimal from the social planner’s point of view since increased emissions give reduced concentrations of polluting ground level ozone in some cases. It is concluded that future contributions can benefit from dropping the constraints on abatement and maximum emissions. It is also shown that marginal abatement costs must have the same sign as abatement to avoid conceptual inconsistencies. Space, time and nesting Integrated Assessment Models

Integrated Assessment Modelling in the field of air pollution has advanced greatly since the 1985 Helsinki Protocol on the reduction of Sulphur emissions and their transboundary fluxes. With subsequent protocols and increased understanding of the inter-relationships between local air quality, transboundary air pollution and climate change, a variety of spatio-temporal issues must be addressed i...

Relative Greenhouse Gas Abatement Cost Competitiveness of Biofuels in Germany

Transport biofuels derived from biogenic material are used for substituting fossil fuels, 1 thereby abating greenhouse gas (GHG) emissions. Numerous competing conversion options exist to 2 produce biofuels, with differing GHG emissions and costs. In this paper analysis and modelling of the 3 long-term development of GHG abatement and relative GHG abatement cost competitiveness between 4 crop-ba...

Climate change abatement and farm profitability analyses across agricultural environments

Management practices that reduce greenhouse gas emissions from farms or increase on-farm carbon storage can contribute to climate change mitigation. Farmers, however, are only likely to adopt new management practices if they contribute to farm profitability. We use the Agricultural Production Systems sIMulator (APSIM) to simulate how different cropping practices contribute to greenhouse gas aba...

Assessing the Cost of GHG Abatement Policies: A Methodology and a Case Study

Two different modelling approaches provide the bulk of the costs figures associated with greenhouse gas abatement policies. “Bottom up” models, rich on detail, are said to underestimate abatement costs because they poorly reflect economic feedbacks including the behavioural response of consumers to changes in fuel price or increased costs. “Top down” models typically use production or consumpti...

Membrane Condenser for Particulate Abatement from Waste-Gaseous Streams

Membrane Condenser (MC) is a novel membrane contactor operation recently investigated for the valorization of industrial waste gaseous streams. In particular, until now, it was applied for water recovery from flue gas, cooling tower plumes, etc. More recently, its effectiveness and flexibility in contaminants (such as, NH3 , HF, SO2 ) removal and control from waste gaseous streams was also prov...
